Resolves: tdf#86473 approx 1 pixel high rectangular polygon not drawn

The other implementations of basically this in
vcl/headless/svpgdi.cxx:AddPolygonToPath and
vcl/quartz/salgdicommon.cxx:AddPolygonToPath hook this rounding foo off
getAntiAliasB2DDraw FWIW
