tdf#148920 sw page-style UI: make conditional filter usable

In windows, and SAL_USE_VCLPLUGIN=gen ./instdir/program/soffice
the style filter on the conditional tab was disabled.
It worked fine in gtk3 though.

This fixes a 7.2 regression from tdf#82802's
