tdf#147898 Remove obsolete instructions from Font Effects help page
Removed 3 bullet points from the "Font Color" section of text/shared/01/05020200.xhp because the features described no longer exist.
Added additional How to Get instructions to explain how to access the feature from the Tabbed UI and Context Menu.
